Evers approves WIS 54 improvements in Kewaunee County

KEWAUNEE COUNTY –Gov. Tony Evers recently signed an $7.7 million contract to improve 13.2 miles of WIS 54 from approximately 0.2 miles northeast of Rock Ledge Road to Sunset Avenue in the towns of Luxemburg, Casco and Ahnapee; the village of Casco; and the city of Algoma in Kewaunee County. Construction begins Tuesday, Sept. 5, and is expected to finish in mid-November 2023.

WIS 54 will be closed for some work and open with flagging operations for other construction operations.

 Northeast Asphalt, Inc. from Greenville, Wis. is the Prime Contractor.

This is a resurfacing-level project, including milling and resurfacing of existing asphaltic lanes and shoulders; widening paved shoulders from three to five feet and adding gravel to existing shoulders; replacing various concrete curb and gutter, sidewalk and curb ramps; installing centerline and shoulder rumble strips; upgrading guardrail and associated excavation; repairing frost heaves; replacing various culvert pipes; and pavement marking.

WIS 54 construction will use lane closures, full closures, shoulder closures and flagging operations at various points during construction operations.

WIS 54 will remain open to traffic during the majority of the project duration using lane closures and flagging operations

WIS 54 will be closed and detoured for approximately three weeks to facilitate culvert replacements. During the closure, there will be two, short-term detours directing traffic: first detour —WIS 54 detour will use County C and County K; second detour — WIS 54 detour will use County K and WIS 42.

Access to properties and businesses will be maintained at all times.

Pavement resurfacing and frost heave work will address deformations and cracking in the pavement surface which will reduce surface roughness and provide a smoother driving surface for motorists.

Resurfacing will also increase the roadway useable lifespan and decrease future maintenance costs.

Culvert replacement will assist in the proper drainage of water. New rumble strips and guardrail will help mitigate possible serious crashes.
