KEWAUNEE – The Kewaunee County Board of Supervisors approved issuing a Request for Qualifications (RFQ) to find a professional consultant to study and make recommendations on its current Safety Building.
The building, 620 Juneau St., Kewaunee, opened in 1968 with a capacity of 22 inmates. As of 2018, the average daily population is 42 inmates.
The county is beginning to look into its options for the building, and the RFQ is the first step. The RFQ process is scheduled to open in early September.

The consultant is expected to conduct a comprehensive study to guide the county toward the best course of action in addressing public safety needs, amid concerns that the Safety Building is overcrowded, inefficient and requires significant improvement.
“In order to document current needs and project future solutions, it is necessary to engage professional correction facility experts,” County Board Chairman Robert Weidner said in a press release. “The study will assist the board and the public in building consensus when considering any actions that may follow.”
Sheriff Matt Joski said community support and awareness also matter when decisions are made on the building.
“There will be a vast number of considerations that we will have to consider at each and every decision point," Joski said. "The issue of the community support and awareness is by far one of the most vital. Our commitment to the public is to provide as much information as we can each and every step of the way and to take the time to answer questions and address concerns.”
The study will be broken into three phases to make an informed decision: Needs Assessment Study; Operational and Architectural Program; and Schematic Design for a New or Improved Public Safety Facility. The eventual consultant will begin the Needs Assessment Study before deciding to move on to the other steps.
