Luxemburg man charged in fatal traffic accident

BROWN COUNTY – A Luxemburg man is being charged with two felonies, including homicide, after authorities said he ran a red light and caused a crash which resulted in the death of a 17-year-old girl.

Ashwaubenon Public Safety said a teenage girl was killed and her father was injured after a truck allegedly ran a red light and collided with their vehicle. Investigators said the driver of the truck, 69-year-old Douglas Proehl, was arrested for operating while intoxicated, as alcohol is a suspected factor in the crash.

The Ashwaubenon Department of Public Safety confirmed Feb. 3 that the teen killed in the crash was Chloe Bishop of Green Bay. Her father, Daniel Bishop, was critically injured.

At approximately 5 p.m. on Jan. 30, law enforcement responded to the two-vehicle crash at the intersection of Holmgren Way and Lombardi Avenue in Ashwaubenon. Authorities say a truck was traveling east on Lombardi when, according to a witness, it proceeded through a red light. The truck crashed into a sedan turning south onto Holmgren from westbound Lombardi.

Proehl is charged in Brown County with homicide by the intoxicated use of a vehicle while having a prior intoxicant-related conviction or revocation, a felony, and OWI causing injury, second and subsequent offense, also a felony.

Proehl made his initial appearance in court virtually on Feb. 3. His next court hearing is scheduled for Monday, Feb. 9. He is currently in custody at the Brown County Jail on a $500,000 bail, according to jail records.
